Strategic Planning Unit
Leads policy formulation, sector planning and economic appraisal of proposed public investments.
01 Senior EconomistPPS‑11 01post Max age 55 ▾
Qualification & Experience
- 16 years of education in Economics, Development Economics or a related field from an HEC‑recognised university; PhD preferred.
- 12 years of documented post‑qualification experience in policy formulation, policy analysis, sector planning, economic and financial appraisal, and economic modelling.
- Significant experience working in or with government / public sector organisations.
- Core competencies: policy formulation and analysis, sector planning, economic modelling, cost‑benefit analysis, data interpretation.
Major Responsibilities
- Formulate and review sector policy and planning documents.
- Conduct economic appraisals and feasibility studies, including demand/supply, cost‑benefit and value‑for‑money analysis.
- Monitor economic indicators during project implementation and recommend corrective action.
- Advise on cost‑recovery models and potential public‑private partnership arrangements.
- Lead research and data review to evaluate the province's economic situation.
02 Public Investment Management SpecialistPPS‑10 01post Max age 55 ▾
Qualification & Experience
- 16 years of education in Economics, Finance or Development Policy; 12 years post‑qualification experience in public investment planning or public financial management.
- Significant experience with government / public sector organisations.
- Expertise in the development, appraisal and prioritisation of public sector development projects.
- Strong ability to conduct economic and financial analysis and produce evidence‑based investment recommendations.
Major Responsibilities
- Appraise projects, advise on sectoral investment priorities and develop investment frameworks.
- Ensure proposed projects align with the government's ADP / Medium Term Development Framework.
- Oversee Cost‑Benefit Analysis, Economic Internal Rate of Return and financial viability assessments.
- Integrate the approved investment portfolio into the annual capital budgeting cycle.
- Recommend institutional reforms to strengthen the Public Investment Management system.
03 Public Sector Governance SpecialistPPS‑10 01post Max age 55 ▾
Qualification & Experience
- 16 years of education in Project Management, Business / Public Administration, Economics, Finance or Development Policy.
- 12 years post‑qualification experience in public or donor‑funded projects.
- Proven experience formulating, analysing and implementing governance policies, strategies and institutional frameworks at provincial or federal level.
- Deep familiarity with the administrative, financial and accountability procedures of the Government of Punjab.
Major Responsibilities
- Manage the project portfolio pipeline and apply programme management methodologies.
- Conduct institutional diagnostics, identify governance weaknesses and propose evidence‑based reforms.
- Lead development of sector‑level strategies to strengthen public administration and service delivery.
- Drive governance reforms and improved public service delivery through targeted reform programmes.
04 Research Analyst (Economist)PPS‑8 02posts Max age 45 ▾
Qualification & Experience
- 16 years of education in Economics, Social Sciences, Statistics or Operations Research.
- 3–5 years of research / data experience; experience on development projects preferred.
Major Responsibilities
- Support research and analysis; prepare briefs and background papers.
- Assist in surveys and data collection for project appraisal and monitoring & evaluation.
Mega Projects Unit
Manages contracts, delivery and documentation for the province's large-scale infrastructure and donor-funded projects.
01 Contract Management SpecialistPPS‑10 01post Max age 50 ▾
Qualification & Experience
- Master's in Law, Business Administration or Contract Management; PMI‑CP or PMP certification preferred.
- 10 years' experience in contract drafting, negotiation and enforcement, preferably with donor‑funded or infrastructure projects.
Major Responsibilities
- Lead contract management; develop and review bidding and contract documents.
- Ensure compliance with PPRA and donor rules.
- Manage claims and dispute resolution.
02 Project Management OfficerPPS‑8 02posts Max age 45 ▾
Qualification & Experience
- Master's in Engineering, Project Management or Operations Management; PMI‑CAPM or PMP required.
- 5 years' relevant experience; working knowledge of Primavera / MS Project is essential.
Major Responsibilities
- Assist the Senior Project Management Specialist and monitor day‑to‑day activities.
- Prepare progress reports.
- Ensure compliance with project schedules and quality standards.

Qualification & Experience
- Master's in English, Communications, Law or Technical Writing.
- 3–5 years' experience in documentation.

- Prepare and standardise project documentation.
- Manage records, manuals and reporting formats.
- Ensure compliance with quality assurance requirements.
External Financing Unit
Supports planning, budgeting and reporting for externally financed development projects.
01 Research AssociatePPS‑7 02post Max age 35 ▾
Qualification & Experience
- 16 years' degree in Economics, Environmental Science, Social Sciences, LLB, Statistics, Finance, IT or a related field from an HEC‑recognised university.
- Additional certifications or training in research methods, data analysis or project management are an advantage.
- Proficiency in data analysis tools (Excel, SPSS, STATA) and research methodologies.
- Excellent written and verbal communication skills for report preparation and presentations.
Major Responsibilities
- Conduct research and data analysis to support project planning, implementation and monitoring.
- Assist in preparing the Annual Workplan & Budget, reports and presentations for stakeholders.
- Collect, organise and analyse data to support evidence‑based decision making.
- Support development of policy frameworks, strategies and action plans; maintain up‑to‑date research records.
Support Staff
Administrative and operational roles supporting PRMPU leadership and day‑to‑day functions.
01 Executive AssistantPPS‑6 01post Max age 35 ▾
Qualification & Experience
- Bachelor's degree with at least 2–3 years' experience in the public or private sector.
Major Responsibilities
- Manage and coordinate engagements of the Managing Director (PRMPU) / Project Director.
- Accomplish all official tasks assigned, on time.
02 DriverPPS‑4 02posts Max age 55 ▾
Qualification & Experience
- Middle pass with a valid LTV license.
Major Responsibilities
- Provide safe transport for staff.
- Maintain vehicle records.
Terms & Conditions
- Eligible candidates holding a domicile of Punjab, from both the private and public sectors, are encouraged to apply.
- Appointment will be made on a contract basis as per the Contract Appointment Policy, Government of the Punjab.
- Market‑based remuneration will be offered to selected candidates as per the approved PC‑I.
